(a) The provisions of Sections 531.03 and 531.04 shall not apply to organized school related programs, activities or events, or to municipal-authorized parades, fireworks displays or to municipal-sanctioned functions.
(b) The provisions of Section 531.05 shall not apply to:
(1) Activities covered by subsections (c), (g), (h) and (k) of Section 531.04;
(2) Refuse collection vehicles; or public works projects.
