(a) No person shall deposit, place or in any manner transfer any leaves into any public street or roadway within the City for any reason.
(b) Offenders shall first be notified by letter from the Safety-Service Director without penalty. On a subsequent offense seventy-two hours after proper notification they shall be fined not less than fifty dollars ($50.00) and not more than five hundred dollars ($500.00). The minimum fine shall not be waived by any sentencing court.
