(a) Impounding and Notice. All dogs more than three months of age found running at large not wearing a valid registration tag shall be seized and impounded on sight. Whenever any person files an affidavit before the Mayor that there is a dog more than three months of age running at large, and not wearing a valid registration tag, or is kept or harbored in the City, the Mayor shall order such dog to be seized and impounded. Thereafter, when such dog has been seized and impounded, the owner of the dog, if known, shall be given notice that the dog has been seized and is impounded, and that the dog will be sold or destroyed if not redeemed within three days. If the owner is unknown, a notice shall be posted in a public place, describing the dog and place where seized and advising the unknown owner that such dog will be sold or destroyed if not redeemed within three days, in the manner provided in Ohio R.C. 955.16.
(b) Delivery to Pound. All dogs seized and impounded hereunder shall be delivered to the pound established either by the Humane Society of Trumble County or by the County Commissioners.
(c) Redemption of Dog. The owner, keeper or harborer of any dog seized and impounded under this section, before the expiration of three days thereafter, may redeem the dog by paying all costs assessed against such animal and securing a valid license tag for the dog.
(d) Obstructing Capture of Dog. No person shall obstruct or interfere with anyone lawfully engaged in capturing an unlicensed dog or making an examination of a dog wearing a tag.

(e) Records. A record of all dogs impounded, the disposition of the same, the owner's name and address where known, and a statement of any costs assessed against the dog shall be kept by any poundkeeper.
