(a) In all parking meter zones, parking shall be prohibited between 8:00 a.m. and 6:00 p.m. on Mondays through Saturdays of each week, unless the owner or operator of a vehicle parked in a parking meter space shall, upon entering the space, deposit coins in the parking meter as herein provided.
(1) The provisions herein for the use of parking meters shall not apply to parking on Sundays and legal holidays.
(2) During the times when the parking meters are not in operation under the provisions of this chapter, vehicles may be parked in parking meter spaces without the deposit of any coins in such parking meters.

(b) There shall be no parking in any meter area in the City between 3:30 a.m. and 5:30 a.m., except the south and north side of Liberty Street between State Street and Market Street.
