351.19  PARKING IN FRONT, SIDE, REAR AND STREET YARD AREAS IN RESIDENTIALLY ZONED DISTRICTS PROHIBITED.
   (a)   Motor vehicles of any kind or trailers used in conjunction with a motor vehicle are hereby prohibited from parking in or upon the front or side lawn area between the right of way line and the building set back line, back yard or street yard (a.k.a. devil strip) in any residentially zoned district.
   (b)   The foregoing prohibition shall not apply to a temporary purpose incidental to performing minor maintenance or emergency minor repair service at or upon the premises or otherwise during the time reasonably necessary for loading or discharging property or passengers or such conduct as may be in compliance with the directions of a police officer.
   (c)   For the purposes of enforcement with respect to the foregoing, a citation or summons shall be issued for such violations through the police department.  Whoever violates this section shall be fined not more than one hundred dollars ($100.00) for a first offense and for each subsequent offense shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than thirty days.
