351.16  IMPOUNDMENT AND REMOVAL OF UNLICENSED OR INOPERABLE VEHICLES.
   (a)   Notice to the land owner upon which an inoperable or unlicensed vehicle is stored shall be given in writing.  Such notice shall give the subject land owner seventy-two hours to remove the inoperable or unlicensed vehicle.  Such seventy-two hours shall commence to run following the service of such notice.
   (b)   No person, who is the owner or in charge or possession of such lot or land on which such inoperable or unlicensed vehicle is parked or stored, shall fail to remove the same after notice is given as provided herein.
   (c)   Failure of the land owner to remove an inoperable or unlicensed vehicle within seventy-two hours from the time such notice is served shall subject the vehicle to impoundment and removal.
   (d)   The cost of impounding the vehicle shall be paid by the land owner.  A towing fee of twenty-five dollars ($25.00) shall be paid to the City for removal of said vehicle.
