§ 50.53 CHARITABLE AND CIVIC ORGANIZATIONS.
   (A)   It is determined to be in the public interest of the village to allow and encourage charitable and civic organizations to promote recycling in the village by sponsoring paper drives, aluminum can collection drives, corrugated paper drives and other like recycling activities. Charitable and civic organizations can and should be encouraged to educate the public on the benefits of recycling. Statistics need to be collected on the amount of such recycling activity to comply with state regulations. Need for such data as well as need to ensure that recyclables collected by charitable and civic organizations are delivered in an acceptable state to ultimate purchasers for recycling warrants the village in licensing such activity.
   (B)   (1)   Annual permit. Charitable and civic organizations may haul, collect and dispose of recyclables through paper drives, aluminum can collection drives, corrugated paper collection drives and other drives to collect recyclables by obtaining an annual permit from the village.
      (2)   Fee. The annual permit fee shall be an amount which can be found at the office of the Village Clerk.
      (3)   Condition of permit. As a condition of the permit, the permittee agrees to make quarterly reports to the village showing the amount of recyclables collected by the permittee, the source of the recyclables, the ultimate disposal site and/or the ultimate recycling center. The permittee shall furnish such additional statistics as may be reasonably required by the village to enable the village to apply for recycling grants and make other reports to the state.
      (4)   Flow control of recyclables. Permittee will comply with all recycling laws of the state and will haul or deliver recyclables collected in the village to a location, recycling center or recycling agent as approved by the village.
      (5)   Education. Permittee will assist the village in public education regarding recycling by distributing handouts, flyers and notices prepared by the village to persons from whom recyclables are collected or solicited by the permittee.
      (6)   Application. All applications for permits shall be filed with the Village Clerk on forms provided by the village.
      (7)   License term. All licenses shall be for a term of one year commencing January 1 of each year. Licenses shall be issued by the Clerk without Board action.
      (8)   Report forms. All reports shall be made on report forms prepared on forms provided by the village and shall be reported on a quarterly basis unless waived by the Village Clerk.
