Failure to comply with the requirements of these regulations shall invalidate purported transfers of title at the option of the purchaser, in accordance with the provisions of Wis. Stats. § 236.31(3). Any subdivider or other person who shall violate or fail to comply with any of these regulations shall be subject to a penalty as prescribed by § 10.99. Building permits shall be refused or construction on all sites created in violation of these regulations or any of them.
