No person shall willfully injure or intentionally deface, destroy or unlawfully remove, take or meddle with any property belonging to the village or its departments or to any private person without the consent of the owner or proper authority. Any person convicted of a violation of this section shall also be required to make full restitution for the amount of any damages caused to such property.
