(A) Parking/loading prohibited during certain periods. No person shall park or leave standing any vehicle upon any of the following highways or parts of highways at the time indicated, except for the purpose of and while engaged in receiving or discharging passengers:

(B) Limited time parking. When official traffic control devices or parking meters are erected in any block giving notice thereof, no person shall park, stop or leave standing any vehicle, whether attended or unattended, for more than the following time periods between the hours of 7:00 a.m. and 6:00 p.m. on any day except Sundays and holidays on any of the following highways or parts thereof:
