The village shall conduct an annual audit, the purpose of which shall be to maintain equitable proportionality between users and user classes of the user charge system and to ensure that adequate revenues are available relative to increasing operation, maintenance and replacement costs. The village shall conduct an annual audit of the separate industrial cost recovery account, if and when it is applicable, to ensure that proportionate and adequate payments are being made by industries to the village.
