The Federal Water Pollution Control Act Amendments of 1972, being 33 USC §§ 1251 et seq., require that industrial users of municipal wastewater treatment works make payments for that portion of the cost of construction of such treatment works which is allocable to the treatment of such industrial wastes. The village shall individually prepare industrial cost recovery agreements with each and every applicable industry. Said agreements shall be part of this chapter by reference. The agreements shall be prepared in accordance with the federal regulations.
