§ 38.09 APPLICATION TO EMPLOYEES AND PROFESSIONAL SERVICES.

(A) Nothing in §§ 38.06 through 38.08 shall be construed to pertain to the hiring of municipal employees or professional persons who receive monthly fees as independent contractors.

(B) The requirements of §§ 38.06 through 38.08 may be waived by action of the Council in the purchase of technical equipment and professional services, including, but not limited to, accounting, auditing, engineering or legal services, upon a showing satisfactory to the Council that the imposition of a quotation or bidding requirement would jeopardize quality service to or the ongoing programs of the town.
