(A) There shall be appointed by the Mayor from among the other members of the Council, a Fire Commissioner, a Police Commissioner, a Commissioner of Parks and Recreation, Public Works Commissioner, a Civil Defense Commissioner, an Ambulance Commissioner, an Economic Development Commissioner, an Airport Commissioner and a Social Services Commissioner.
(B) The function of each appointed Commissioner shall be to act as administrative assistant to the Town Manager as to their designated Commission. Consistent with the provisions of § 31.044, each Commissioner shall not be in a supervisory capacity, but only to act as a liaison between the department heads only and the Town Manager. In the event that there is not a Town Manager, the Council may act to appoint the Commissioner as supervisor to their respective departments.
