§ 31.044 COUNCIL NOT TO INTERFERE WITH APPOINTMENTS OR REMOVALS.
   (A)   Individual members of the Council shall not direct or request the appointment of any person to, or removal from, office unless expressly allowed or provided or by law. Council members shall respect and abide by the chain of supervisory command as set forth by the Council from the office of the Town Manager. Council members shall likewise be prohibited from giving orders to any employees or staff members which are otherwise subject to supervision by the Town Manager, either privately or publicly.
   (B)   The Town Manager or supervisor or any town employee shall not in any way restrict or deny access to the members of the Town Council to any town facilities, or town employees or staff members except by court order. The Town Manager or any supervisor or employee shall not instruct such employees or staff members from engaging or communicating with Council members, or in any way harassing or threatening such employees or staff members from such communication. Such directives from any such persons shall be cause for reprimand and or termination. It is the intent of this statute to provide for the channels of open and accessible communication of the employees and staff with the council in order to effectively promote and facilitate town business.
