§ 52.017 SLUG LOADING.
   (A)   All users shall prevent discharge of slug loads into the POTW of prohibited, hazardous or other waste material which are regulated through this chapter. Such protection shall be provided and maintained at the user's expense. Detailed plans shall be submitted to the Public Works Director for review. No user shall commence discharge to the POTW without accidental discharge protection facilities or procedures.
   (B)   The town shall at a minimum, evaluate whether each categorical and significant user needs a plan to control discharges at least once every two years. If the Public Works Director determines that a slug control plan is needed for a categorical or significant user of the POTW, the plan shall contain, at a minimum, the following elements:
      (1)   Description of discharge practices, including non-routine batch discharges;
      (2)   Description of stored chemicals;
      (3)   Procedures for immediately notifying the POTW of slug discharges, including any discharge that would violate a prohibition under § 52.015(A), with procedures for follow-up written notification within five days; and
      (4)   If necessary, procedures to prevent adverse impact from accidental spills, including inspection and maintenance of storage areas, handling and transfer of materials, loading and unloading operations, control of plant site run-off worker training, building of containment structures or equipment, measures for containing toxic organic pollutants (including solvents), and/or measures and equipment for emergency response.
