No person shall be permitted to have, make or have made, and taps or connection with the service pipe between the meter and the mains. Any person violating this provision shall have his or her water service disconnected, and shall not have it reconnected until the improper tap has been removed and shall pay all costs and expenses of having such improper tap removed.
