It is hereby declared a menace to the public safety and a nuisance for any person to cause, permit or allow the existence of any inoperable motor vehicle or motor vehicle not regularly used to exist or be stored upon any public or private property in view of the general public; provided, however, that nothing in this chapter shall apply to any motor vehicle or part thereof which is kept within a building when not in use, to operable historic vehicles over twenty five (25) years of age, or to a motor vehicle or parts thereof completely on the premises of a place of business engaged in the wrecking or junking of motor vehicles.
