4-2-4: CONTAINERS:
   A.   Responsibility For Containers; Specifications:
      1.   The occupants of any single-family dwelling shall provide, maintain, and keep tightly covered or sealed, a ratproof and watertight container for all garbage. Refuse, if not stored in ratproof and watertight containers, may be stored in other types of containers, provided it is not mixed with garbage.
      2.   The owner of a two-family or multiple-family household unit (having 4 or less units) shall provide, maintain, and keep tightly covered or sealed, not less than one ratproof and watertight container for each household unit for all garbage. Refuse, if not stored in ratproof and watertight containers, may be stored in other types of containers, provided it is not mixed with garbage.
      3.   Total capacity of any container shall not exceed thirty two (32) gallons, and a total weight of the container and contents shall not exceed fifty (50) pounds.
   B.   Placement And Storage: It is the responsibility of all persons occupying or controlling any household unit to place containers for municipal waste at street level on the curb line behind the curb, or within three feet (3') of the street surface when no curb exists, and in a location such that the containers will not present a traffic hazard. Containers shall not be stored in the front yard or on a front porch. If containers are stored outside, they shall be secured and maintained in a stationary manner. Containers shall not be set out for garbage pick up earlier than three o'clock (3:00) P.M. on the date preceding garbage pick up. Garbage and refuse containers shall be retrieved and returned to the premises within twenty four (24) hours after garbage pick up.
   C.   Disturbing Containers: It shall be unlawful for any person, other than the owner, occupant, or members of their families, the owner's agent, or the garbage contractor employed by the village, to deposit, remove, deface, destroy, or disturb garbage or refuse containers. (Ord. 653, 3-11-2010)
