It shall be the duty of a village officer to investigate, confirm and report any nuisances coming to his/her attention. In order to investigate, confirm and report nuisances, any village officer, upon proper identification, shall be permitted, at any reasonable hour and in a reasonable manner, to visit and enter into or upon any premises or property within the village to make an examination thereof if he/she has reasonable grounds to believe that a nuisance exists and as permitted by law.
