The planning commission shall consist of seven (7) members, each of whom shall either reside within the village or within territory contiguous to the village and not more than one and one-half (11/2) miles beyond the corporate limits of the village and not included within any other municipality. All members shall be appointed by the village president, subject to confirmation by the board of trustees, on the basis of their particular fitness for their duty on the planning commission and subject to the approval of the village board.
