SECTION 1.04 POWERS OF THE MUNICIPALITY.

Except as restricted by this Charter, the Municipality shall have all powers either express or implied for a Municipality under the Constitution and laws of the State of Ohio, as fully and completely as though they were specifically enumerated in this Charter.
