SECTION 1.03 FORM OF GOVERNMENT.

The form of government provided in this Charter shall be known as the Mayor-Council- Manager. The powers and functions of the Municipal government shall be distributed among the Municipality, its citizens, and the various offices, bodies, boards and commissions as provided in this Charter.
