(a) When any property owner desires an extension of the Municipal sewer system to serve their property, they shall make a written application to the Manager requesting such extension. Each such application shall be evaluated by the Manager in accordance with Section 921.32(a) and (b).
(b) Council, upon the recommendation of the Manager, shall determine the method of construction and financing to be utilized in accordance with Section 921.32(c).
