   (b)   Should the bill rendered for any property or user served by the sewerage system remain unpaid for a period of sixty days, the water service to such property or user shall thereupon be suspended and shall be resumed only upon payment of all delinquent accounts plus an additional fee of two dollars ($2.00).

   (c)   Both the owner and lessee of any premises which is served by the City sewerage system, by pipes connected with such system to convey sewerage, shall be liable to the City for all services of the system rendered to such premises. Any account that is established with the City for sewer services shall be in the name of the property owner who shall be responsible for the payment of sewer charges to the premises which is served by the City sewerage system, by pipes connected with such system to convey sewerage, provided, however, that an account in the name of a tenant may continue until such tenancy terminates and the tenant shall be responsible for any sewer charges.

   (d)   The rates to be charged by the City Manager for sewers used by nonresidents of the City shall be one and one-half times the rates charged the residents of the City.

   (e)   Each charge levied pursuant to this chapter is made a lien upon the corresponding lot, land or premises served by a connection to the sewer system of the Municipality, and upon becoming delinquent the sewer service may be shut off/plugged off and the charges shall be certified to the County Auditor, who shall place such charges on the tax duplicate of the County, along with interest and penalties allowed by law. This charge, including interest and penalties, shall be collected as other taxes are collected.
