(a) The fee for tapping into the sanitary sewer system shall be one thousand five hundred dollars ($1,500) per unit, and the units shall be described as follows:
(1) Single-family residences shall be designated as one unit;
(2) Every two apartments, townhouses and multiple dwellings, or fraction thereof, in one building, will be designated as one unit;
(3) Every four rooms or fraction thereof in a motel, hotel or office building will be designated as one unit; and
(4) Every commercial unit in a commercial building will be designated as one unit. (Ord. 06-66. Passed 10-2-06.)
(b) An additional minimum assessment of five dollars and fifty cents ($5.50) per front foot shall be charged for any installation tapped in part of the system installed by or being installed by the City, the cost of which has not been and will not be assessed against the abutting property.
(c) There is hereby established a Sanitary Sewer Expansion Maintenance and Improvement Fund to receive the tap-in fee plus the assessment fees.
(d) All sewer tap-in fees shall be paid prior to the issuance of a building permit on new structures, and such tap-in fees shall be paid in cash within thirty days following receipt of an invoice on tap-in fees made in conjunction with special assessment projects.

(e) "Rate Adjustment Fee" means the charge for each equivalent single-family residential unit upon connection to a sanitary sewer or for additional sewer service to a property already connected to a sewer. Effective April 1, 2023 the Base Rate Adjustment Fee will be $1124.00 per equivalent single-family residential unit and will be increased annually based on the Consumer Price Index (CPI-U) for Cincinnati for the previous 12 month period. Additional increases may be made as deemed necessary by the Franklin Regional Wastewater Treatment Corporation’s Advisory Board. The Rate Adjustment Fee for other than equivalent single-family residential units shall be established by multiplying the Base Rate Adjustment Fee by a factor representing the number of equivalent single-family residential units, as determined by the Advisory Board based on Ohio EPA’s “Suggested Sewage Flow Guide”, with an estimated sanitary sewage flow of 400 gpd for a single-family unit.

(f) In addition to any and all fees, assessments and charges in this section, a sanitary sewer tap-in fee of two thousand five hundred dollars ($2,500) for each equivalent single-family residential unit shall be charged in the Dry Run Sewer District as outlined in Exhibit “A”. Funds generated by this fee shall be placed in the Dry Run Sewer Fund for construction, maintenance, repair and debt services of the Dry Run Sanitary Lift Station, force main and South Butter Street sanitary sewer line. (g) In addition to any and all fees, assessments and charges in this Section, a sanitary sewer fee of five dollars ($5.00) per month, for each equivalent single-family residential unit shall be charged. This fee shall be placed on the monthly utility bill. Funds generated by this fee shall be placed in the Bond Retirement Fund for Sanitary Sewer.
