§ 71.031 TRAFFIC SIGNALS.
   (A)   Traffic control signals equipped with red, yellow, and green lights electrically operated shall be installed in such places and in the manner that the Council shall designate. A traffic control signal is defined as any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and to proceed.
   (B)   No person or motor vehicle shall enter an intersection at any time when the traffic control signal light facing the direction of approach of such person or motor vehicle is red, but such person or motor vehicle shall stop and wait until the light is green before proceeding into the intersection.
