During inclement weather, which shall include, but not be limited to, snow, freezing rain, and icy conditions, during times when the road requires treatment or the use of snowplows, all vehicles shall be parked off the street, preferably in a driveway. The only streets which do not have driveways are High Street and Walnut Street; therefore, the vehicles owned by residents of these streets shall be excepted from this section until or as long as driveways or alternative parking are not available. Whoever violates any provision in this section shall be towed at the owner’s expense.
