Upon the transfer of a parcel from one user of the town water and sewer utilities to another or new user of the town water and sewer utilities, the minimum monthly charges under §§ 53.120 through 53.128 shall be prorated between the previous user and the new user so that the previous user pays a portion of the minimum monthly charges for the period during that billing cycle up to and including the date of transfer, and that the new user pays a portion of the minimum monthly utility charges for the period from the date of the transfer to the end of the billing period.
