149.02 VACATION ALLOWANCES.
   (a)   All full-time employees employed by the Village of Genoa on or after October 1, 2023, will be required to work one (1) full year before receiving any vacation allowance, unless Sections 149.02 (g) or (h) apply, or transferred vacation time from previous public employment which has been recognized and transferred upon being hired by the Village of Genoa.
   All earned vacation time must be taken between the employee's first anniversary date and December 31st of that year, otherwise the vacation is forfeited unless the employee obtains permission to carryover the unused vacation time as provided below. After one full year as an employee, vacation time will be accrued on a calendar basis (January 1 - December 31) as follows:
   (b)   Earning Vacation Leave.
 
(1) Completion of 1 year through completion of five years
(2 weeks/80 hours)
(2) 6th year through the completion of 15 years
(3 weeks/120 hours)
(3) 16th year through the completion of 23 years
(4 weeks/160 hours)
(4) 24 years+
(5 weeks/200 hours)
   (c)   Employees shall take a minimum of four (4) hours of vacation time at one time. When taking vacation time, it must be requested in writing. Public Works Department must request in writing to the Public Works Director with copies to the Village Administrator, Police Department must request in writing to the Mayor, with all copies going to the Clerk-Treasurer, at least three (3) days prior. The Mayor and Village Administrator only may authorize exceptions to less than three (3) days' notice depending on circumstances.
   (d)   The normal vacation time earned by all employees must be used within a year unless they request and receive approval from the Clerk-Treasurer and the Mayor, in cases of Police Department Personnel, or the Village Administrator, in cases of Village employees, in writing, no later than December 31st to permit the accumulation of vacation time into the next year.
   (e)   Notwithstanding the previous sentence, no more than one (1) week of vacation shall be carried over to the next year. This section shall be retroactive to January 1, 1995.
   (f)   (1)    Council does hereby authorize the Mayor to compensate employees for unused vacation time in excess of forty (40) hours within the same year upon a written request.
      (2)    A written request for compensation for unused vacation in excess of forty (40) hours within the same year shall be submitted in writing to the Mayor no later than December 1st in each year, of which copies of such request and approvals shall be forwarded to the Clerk/Treasurer. The rate of pay shall be the rate paid to the employee on the time of vacation.
   (g)   Any previous service time with the State of Ohio, or any other Ohio political subdivision may have their prior service status time credited with the Village of Genoa for vacation scale purposes only upon the submission of documentation of prior service time and approval of the Mayor. Previous service time shall be determined by the combined total of pension service credits with the Ohio Public Employee Retirement System (OPERS), Ohio Police and Fire Pension Fund (OP&F), Ohio School Employees Retirement System (SERS), Ohio State Teachers Retirement System (STRS), and Ohio Highway Patrol Retirement System (HPRS).
   (h)   Employees hired with prior relevant private sector experience may have their years of experience credited with the Village of Genoa for vacation scale purposes only upon the submission of documentation of prior service time and joint approval of the Mayor and the Chairman of the Personnel Committee.
   (i)   An employee who transfers from one public agency to the Village of Genoa may be credited with the unused balance of the accumulated vacation leave credit up to the maximum vacation leave accumulation permitted by the Village of Genoa. The employee shall provide the Mayor with documentation certifying the employee's balance to be transferred and that the releasing agency has eliminated the balance from their records upon transfer.
   (j)   A year-round part-time employee who also holds the title of Park Director shall receive two (2) weeks vacation, regardless of experience elsewhere, public pension credits, or years with the Village. (Ord. 60-2023. Passed 9-18-23.)
