(a) Council hereby designates all property owners to be held responsible for all Village electricity used in or on their premises. If requested by the property owner, electric bills will be mailed to another designated person, providing the property owner signs an agreement on forms furnished by the Village Utility Billing Office, designating such person and guaranteeing payment. These forms must be signed before the electricity is turned on. In case tenants do not pay their electric bills in accordance with the Rules and Regulations of the Genoa Utility Department, the owner shall not be relieved from any payment of delinquency that might occur.
(b) All delinquent electric accounts against property, shall furnish just cause for civil suit against the property owner, and any other remedies as permitted by State law. It shall be the responsibility of the property owner to inquire of possible delinquent charges which may be assumed upon ownership of property. This information can be obtained from the Village Utility Billing Office.
