The Village Administrator is hereby authorized and empowered to discontinue water service and disconnect any and all water service lines to any premises, lots, or lands, the owners of which have failed, neglected or refused or shall fail, neglect or refuse to comply with the provisions of this chapter or upon default of payment of any installation due upon any note given to the Village pursuant to the provisions hereof.
