935.05 METER INSPECTION, TESTING AND REPAIR.
   RULE 15. Inspectors, meter readers or employees of the Utility Department whose duty it may be to enter upon private premises to examine meters, pipes or other fixtures used in connection with the Village water supply, shall be equipped with proper credentials, as the Utility Superintendent may deem necessary to identify them as agents of the Utility Department. Such authorized inspectors, meter readers or employees of the Utility Department must have free access at all reasonable hours to all parts of the building for the purpose of inspecting meters, examining fixtures and observing the manner in which the water is used. In case an authorized inspector, meter reader or employee is refused admittance to any premises, or is hindered or prevented from making such examination, the water will be turned off and not turned on again until free access is given.
 
   RULE 16. The Utility Department reserves the right to remove a meter from any premises and substitute another in its place for purposes of testing and repairing.
 
   RULE 17. The Utility Department will on its initiative undertake to test and correct any meter which in its judgment is registering incorrectly, without the consent of any consumer.
 
   RULE 18. Upon written request from an owner or consumer, any five-eighths or three-fourths inch meter will be removed and tested for accuracy at the meter department shop. The test may be made in the presence of the owner or consumer, if requested. If the meter tests with two percent (2%) plus or minus on all streams above twenty gallons per minute and within ten percent (10%) minus on one-half gallon per minute, the established tolerance limits, the meter is functioning properly and a charge of twenty-five dollars ($25.00) will be made for the test. Should the test show the meter registering in favor of the Utility Department, an adjustment will be made in favor of the owner or consumer. If the test shows the meter to be registering in favor of the owner or consumer, the water consumed and not registered will be estimated and charged for accordingly. No charge will be made for the test of meter if the meter is registering incorrectly.

   RULE 19. Meters larger than five-eighths by three-fourths inch shall be returned to the manufacturer for testing and repair at the consumer’s expense.
   The Village retains ownership of all meters and remote readers. All commercial accounts with water meters 2 inch in size or larger are required to be tested per AWWA recommendation as follows: 2 to 3 inch meters are to be tested every 3 years; 4 to 5 inch meters tested every 2 years; 6 inch meters and larger every year. The property owner will be responsible for contracting at his own expense with a Village approved testing firm. The firm will test for the accuracy of the meter and report in writing to the Public Works Department. Such report is to be received by the Public Works Department no later than May 1, of the appropriate time frame for the above mentioned testing schedule of meter size effective in 2005. (Ord. 20-05. 935.06 APPLICATION FOR WATER SERVICE.
   RULE 20. Any person, firm, contractor or corporation desiring a water connection shall make application for a permit in person or by agent, at the office of the Utility Billing, 102 East 6th Street.

935.07 ESTABLISHING CHARGES FOR TAPPING AND CONNECTIONS.
   RULE 21. The charge for tapping and connections is established by the Village Administrator with the approval of Council.

935.08 MATERIAL AND SIZE OF SERVICE FROM CURB STOP TO METER.
   RULE 22. The Utility Department reserves the right to specify the workmanship and materials used on the service from the curb stop to the meter. All new service lines shall be not less than one inch in diameter and all replacement service lines shall be not less than three- fourths inch in diameter and then only with the prior approval of the Village Administrator or the Utilities Superintendent. The material shall be type “K” copper up to two inches in diameter and cast iron with slip type or mechanical joints over two inches in diameter. No soldered connections will be permitted outside the structure. The service shall be at least four feet deep. Where the pipe is laid in an open cut it shall be bedded on two inches of fine earth and backfilled and tamped to a point at least twelve inches above the pipe in place. An appropriate warning tape will be laid in the trench twelve inches above the water line from the curb stop to the water main. The remainder of the trench may be backfilled in the usual method being careful, however, that no stone over one foot in diameter is placed in the trench. These specifications also apply to trenches opened up for repairing pipes.

935.09 UTILITY DEPARTMENT TO INSPECT.
   RULE 23. No trench on a service from the curb stop to the meter, either a new service or one opened for repairs shall be backfilled until inspected and passed by an authorized representative of the Utility Department.

935.10 REPAIRS TO SERVICE LINE.
   RULE 24. Whenever a break or leak occurs in any service line between the main line and curb shut-off, the Utility Department will repair this at its own expense as soon as possible; but if the break or leak is on the property owner’s line (curb box shut-off to structure) and the Department, in order to prevent wastage or damage, deems it proper to shut off the water, and in so doing, it becomes necessary to dig up the curb box or line, then the owner of the property will be charged with the cost of doing such work and for all necessary material used therein.
   The owner will be required to pay all costs of repair to a service line on his property (curb box shut-off to structure). The Utility Department shall not be responsible for breakage of pipes or valves occurring during removal or installation of meters, where such breakage is due to old or faulty plumbing.
 
   RULE 25. The Utility Department does not guarantee any fixed pressure or continuous supply, but it will, in case of any emergency or accident that will cause a shortage or the water to be shut off, endeavor to notify customers, by public newspapers, affected thereby. Those using steam boilers and receiving their supply directly from the Village mains should have a storage tank of sufficient gallonage to hold an ample supply for any emergency, as no claims will be considered for damage of any nature whatsoever arising from such action.

935.11 APPLICATION FOR WATER SERVICE TO BE MADE BY OWNER.
   RULE 26. All applications for use of water from the Village waterworks shall be made by the owner of the premises or his authorized agent.

935.12 APPLICANTS MUST AGREE TO BYLAWS.
   RULE 27. Applicants for water shall make such deposits or pay such assessments as may be required and shall agree to the bylaws and regulations governing the use of water.
