935.04 METER READINGS; ESTIMATED BILLS.
   RULE 12. Meter readings will be taken monthly and as near the same date as practical. If the meter reader is unable to obtain a reading by reason of the meter being out of order, it will be replaced and an estimated charge will be made. If the meter reader is unable to gain entrance to the premises on a first call, the current bill will be estimated. Estimates will be based on previous readings. Water consumption will not be estimated for three monthly billing periods in succession. Water service will be shut off if the meter reader cannot gain entrance after proper notification. The Village Administrator is empowered to require exterior meter reading at property owners expense if accessibility is denied.
 
   RULE 13. Any property owner, firm or corporation, may discontinue water service and the responsibility therefor by giving notice to the main office of the Utility Department. The meter will be removed and the water shut off at the curb by the Utility Department. Discontinuance of service does not eliminate the responsibility to pay the minimum monthly service charge. When a building is again occupied, water will be turned on upon application for service at the Utility Department Billing Office, when the turn-on charge and the payment of the regular advance minimum fee. The Village Administrator is authorized to adjust water bills if it is proven there is unknown leakage and property owner was not notified.
 
   RULE 14. Each meter of a size greater than three-fourths inch shall be provided with a stop waste cock on an inlet and a stop-cock on an outlet. Five-eighths inch and three-fourths inch domestic meters shall have one gate valve in the inlet piping. Such shut-offs shall be readily accessible.
