(a) There is hereby established a Geneva Youth Travel Basketball Board whose purpose is to advise Council and the City Manager on the development of the Geneva Youth Travel Basketball Program.
(b) The Geneva Youth Travel Basketball Board shall consist of three members plus a City representative, who shall be appointed by a majority vote of the City Council. Any vacancy during the unexpired term of an appointive or elective member shall be filled by the Council for the remainder of the term. One board member will be filled by a City representative.
(c) The Board shall determine the requirements necessary for qualification and so shall advise the City Manager for approval.
(d) The Board shall make such recommendations and reports to the Council and the City Manager as it deems advisable regarding the furtherance of the Geneva Youth Travel Basketball Program. The Board shall recommend guidelines and direction as it relates only to the Geneva Youth Travel Basketball Program. Council shall retain the authority to adopt or reject the recommendations of the Board and shall do so by resolution.
