252.09  POSTING OF VACANCIES; APPLICATION.
   (a)   The employer shall post internally and generate job announcement electronically, for five working days, vacancies which occur or are imminent within the City, except in those cases where an employee is eligible for reinstatement from layoff to the vacant position.
   (b)   During the five-day posting period, any employee wishing to apply for the vacant position shall submit a written application and/or resume to Human Resources.
   (c)   The supervisor or the City Manager or his or her designee shall not be obligated to consider any application submitted after the close of the posting period.
   (d)   All employees applying for the position shall be interviewed by the department head, City Manager or their designee.
   (e)   All current employees or auxiliary employees will be considered for vacant positions. If a current employee is not appointed, the City Manager may fill the position through the selection of qualified outside job applicants.
   (f)   In some cases, external recruiting may take place simultaneously to expedite the process as business needs require.
   (g)   An application must be properly completed and submitted before an applicant will be considered for employment.
   (h)   The City can hire from any current applications on file.
   (i)   The City Manager reserves the right to choose the most qualified applicant when filling a vacancy.
   (j)   We provide equal employment opportunity to all applicants and employees.
