(a) Policies are defined as the basic rules which guide administrative action for accomplishing an organization's goals and objectives. Clear and completely defined policies are essential to the success of any organization. This manual is a general guide to be utilized by management personnel to insure uniformity and nondiscriminatory application of the conditions of employment.
(b) This manual contains those policies set forth by the City of Geneva. The City Manager and supervisors charged with the responsibility of administering such policies must be thoroughly knowledgeable of the manual's contents. In addition, all policies must be administered in a fair, systematic and impartial manner.
(c) Undoubtedly, there will be situations which shall require administrative interpretations of the policies contained herein. Every effort must be made to insure that such decisions are made objectively, with the general intent of the policy in mind.
