An interim application process shall be followed for the issuance of permits by the City for the construction of wireless telecommunications towers, facilities and related facilities. The process shall apply to any applications for a building permit, special use permit or site plan approval or other necessary City approval for a telecommunications antennae installation, including but not limited to cellular/PCS antennae installations.
(a) Applications for a building permit, special use permit, site plan approval, or other necessary City approval for a monopole, lattice tower or other telecommunications antennae installations, including but not limited to cellular/PCS antennae installations, shall be submitted to the Zoning Administrator. Applicants must submit an escrow deposit of eight thousand five hundred dollars ($8,500) for consulting costs to assist the City in evaluating the application. If a permit or other approval is issued by the City during the interim application process, that permit or other approval will be issued pursuant to any changes in the City Code adopted prior to the date of the approval. The unexpended balance of the escrow deposit shall be returned to the applicant at the conclusion of the review process.
(b) During the Interim Application Process all applications for issuance of permits shall include information on all of the following topics, with additional topics to be added if deemed necessary by the City, its consultants or any other agents acting on behalf of the City:
(1) Pre-application meeting and site visit;
(2) Proof of need for facilities;
(3) Proof of location and height of facility;
(4) Compliance with RF emission requirements;
(5) Information relating to aesthetic impacts of construction;
(6) Proof of substantial liability insurance;
(7) Proof of removal bond.
