In order to pay the costs of the administration and enforcement of the building standards of the City by the County, there shall be paid by the City to the County the sum of twenty-five cents ($.25) per capita, determined by the number of residents of the City, as published by the latest report of the Bureau of the Census of the United States. Such sum shall be paid on January 1 of each year, commencing in the year 1989.
