Whoever willfully violates any of the provisions of these Subdivision Regulations, or fails to comply with any order issued pursuant thereto, shall forfeit and pay not less than one hundred dollars ($100.00) nor more than one thousand dollars ($1,000). Such sum may be recovered with costs in a civil action brought in the Court of Common Pleas by the legal representative of the City, in the name of the City and for the use thereof.
