1240.02  PLATTING REQUIRED. 
   (a)   No land shall be subdivided otherwise than in compliance with these Subdivision Regulations and with the provisions of the Zoning Code of the City of Geneva, which is incorporated herein by reference.
   (b)   No land shall be subdivided within the corporate limits of the City of Geneva until:
      (1)   The subdivider has submitted plats as described by these Regulations;
      (2)   Said plats have been approved as provided herein; and
      (3)   The approved plats are recorded in the County Record of Plats.
   (c)   No building permit or certificate of occupancy shall be issued for any parcel or plat of land which was created by subdivision after the effective date of, and not in conformity with, the provisions of these Regulations, and no excavation of land or construction of any public or private improvements shall take place or be commenced except in conformity with these Regulations and other applicable codes.
   (d)   No plat of any subdivision shall be recorded in the office of the County Recorder or have any validity until it has been approved in the manner prescribed herein.  In the event that any such unapproved plat is recorded, it shall be considered invalid and the Planning Commission shall institute proceedings to have the plat stricken from the County records.
   (e)   No owner or agent of the owner of any land located within a subdivision shall transfer or agree to transfer ownership in the future by reference to, exhibition of or use of a plan or plat of a subdivision before such plan or plat has been approved and recorded in the manner prescribed herein.  The description of such sublot or parcel by metes and bounds in the instrument of transfer or other documents used in the process of selling or transferring shall not exempt the transaction from the provisions of these Regulations.
