Any person who makes application to Council, or to any officer or department of the City, for the approval of any development project, shall deposit with such application two hundred fifty dollars ($250.00) to cover the cost of consulting an engineer or other professional person for advice concerning such development project. If such deposit is not enough to cover the cost of such consultations, the applicant shall pay the additional cost before such applicant is entitled to receive a final decision on the application.
