(a) Where the deceased is determined to be indigent by a funeral director under contract with the City, the City shall bear the expense of the cremation or burial.
(b) If the person was an inmate of a correctional institution of the City or a patient or resident of a benevolent institution of the City, and the person had no legal residence in the State, or the person's legal residence was unknown, the superintendent of the institution shall cause the person to be buried or cremated at the expense of the City after notification to the City Manager.
(c) If the deceased had a legal residence other than the City at the time of death, the remains shall be buried or cremated at the expense of the entity in which the person had a legal residence at the time of death.
(d) The maximum payment for the burial or cremation of an indigent or unclaimed decedent shall be seven hundred fifty dollars ($750.00).
