The installation of an alarm system in any building, residence, warehouse, show room, factory, commercial building or any other location in the City, or outside of the City, causing a signal or voice communication to be transmitted to the existing telephone lines or radio receiving bands of the Police and/or Fire Department shall be permitted only upon written application to the Director of Public Safety and approval by him or her of such application and the issuance of a permit for such installation.
