No person shall install or cause to be installed, erect, insert, attach, build, create or otherwise use any alarm system which, by electronic, radio, automatic or mechanical means, on the occurrence of a given event, circumstance or condition, transmits a signal or voice communication for reception to the Police and/or Fire Department on their established telephone lines or radio bands unless the requirements hereinafter set forth have been complied with.
