(a) For the purposes of lawn and garden water use, each water consumer within the City shall be permitted to utilize a dual water metering system, which provides one meter for water consumed which is discharged into the sanitary sewer system and one for water consumed which is not discharged into the sanitary sewer system.
(b) The provisions of this section shall apply only as to permanently installed underground sprinkling or watering systems and for a one-time annual reading for swimming pools which have a minimum depth of three feet.
(c) Each water consumer who elects to choose dual metering shall install, at his or her or its expense, meters approved by the Consumers Ohio Water Company or its successor.
(d) Any meters so installed shall be subject to the inspection and approval of the Consumers Ohio Water Company or the City, and any charge for said inspection shall be paid by the water consumer to the Consumers Ohio Water Company or its successor.
(e) Any additional charges levied by the Consumers Ohio Water Company or its successor for reading the dual meters shall be paid by the water consumer.
(f) Those water consumers who elect to utilize dual metering shall be charged sewer rental for only that water which is consumed within a premises and discharged into the sanitary sewer system.
(g) Water usage reported for filling a swimming pool that does not drain into the sanitary sewer system will be eligible for a pool credit. This credit does not require dual metering.
