In order to maintain a grade for streets and public rights of way over and across the tracks of the Consolidated Rail Corporation and the Norfolk and Western Railroad in the City, and to prevent the unauthorized raising and elevation of existing tracks over and across such streets and public rights of way, the elevations of the high rails of the existing tracks along the centerline of certain public streets shall not exceed or be higher than the elevations determined and established by Burgess & Niple, Ltd., in its October 1, 1976, report, which is hereby adopted and incorporated as fully as if set out at length herein, a certified copy of which shall remain in the office of the Clerk of Council. The elevations of such rails are shown in Section 1028.02.
