(a) Persons owning or occupying real property bordering on any street, upon which property there may be trees, shall prune such trees in such a manner that they will not obstruct or shade the street lights, obstruct the passage of pedestrians on sidewalks or obstruct vision of traffic signs. The minimum clearance for any overhanging portion thereof shall be ten feet over sidewalks and sixteen feet over all streets.
(b) No fence, wall, shrubbery or other structure, or planting or other obstruction to vision shall be permitted so as to materially impede vision above a height of two feet from the established street grade, within the triangular area formed at the intersection of street right-of-way lines by a straight line drawn between such right-of-way lines at a distance along each line of thirty feet from their point of intersection.
(c) Upon the failure of any person owning or occupying land abutting on such street, after seven days notice, in writing, to trim such trees or remove such obstruction in accordance with this section, it shall be the duty of the Director of Public Service to trim such trees under the direction of Council and in accordance with this section. The expense thereof shall be assessed and taxed against such property the same as taxes are assessed and collected.
