All shade, ornamental and other trees growing in or over a street, alley or public ground of the City are hereby ordered to be kept trimmed in such a manner as to offer no obstruction within fifteen feet from the ground over a roadway and ten feet over a sidewalk. Upon failure of any person owning or occupying land abutting on such street, alley or public ground, after ten days notice, in writing, to trim such trees in accordance with this section, it shall be the duty of the Director of Public Service to trim such trees under the direction of Council and in accordance with this section. The expense thereof shall be assessed and taxed against such property the same as taxes are assessed and collected.
