If a corrugated culvert pipe is needed in the establishment of a new driveway, the culvert pipe shall be not less than eighteen feet in length and ten inches in diameter. If circumstances prevent the installation of a culvert pipe in accordance with these specifications, approval of a variance may be given by the Zoning Commissioner or the Director of Public Service. Maintenance of the culvert pipe shall be the responsibility of the property owner where the pipe is installed.
